18 Pa. Cons. Stat. Ann. § 9125

Employers may consider felony and misdemeanor convictions in the hiring process only if they directly relate to the applicant’s suitability for the job or position.  Employer must notify employees or applicants if refusal is based upon criminal record information. 

Employers can ask about and use arrest information. 

Occupational licensing agencies may consider any felony but only job-related misdemeanor convictions.
